My question is I have been using WA polytraspar paint I would like to change to all lacquer base polytraspar but i want to use up the WA paint can i paint a layer or color WA let it dry then put lacquer base over the top top (or under ) without any compatibility problems I don't seem to be able to paint any fine detail with WA paint thats why i wold like to phase it out at least some colors.

You can layer waterbase paint over lacquer base paint and vice versa with any problems. You just have to be sure the last coat is thoroughly dry before layering on the new one...eh? IMHO any problems with detail painting with water based paints is due to the mix/viscosity you are using. With the proper mix of paint, thinner, and retarder you should be able to paint any detail you need. Good luck.
